target=_blank>How Government Agencies Failed Adewura

“… I had hopes of good news every time I saw a tweet with her picture,” Gloria’s tweet captures the mindset of many Nigerians who relentlessly kept the search of Adewura Bello, the 26-year old chartered accountant who washed down a manhole and found dead in a canal days later, alive on social media. Unfortunately, this hope is one of many that never got fulfilled, no thanks to every government bodies who failed in their duties.
The manhole that swallowed Adewura was not created the day Adewura fell off a motorcycle and washed down the hole, it has been there for years with several complaints addressed to Mosan Okunola Local Government Development Area.
“It is unfortunate that a young girl had to die for this issue to get the attention of the government,” said a landlord at old Ipaja road, the exact street where the tragedy began. “We have written to the LCDA multiple times, not just about the hole but the flooding issue in the area, but they did nothing.”
Had this manhole been covered, maybe Adewura would have got home as she had told her sister minutes before she hopped on the motorcycle that rode her to the untimely death. According to a residence in the area, the hole was open because that is the only open drainage when the street gets flooded, an occurrence that happens frequently during raining season. They explained that water flows from neighboring communities are directed toward the channel. 

“All the flood coming from Shagari Estate, Mosan, Akinogun, are all coming to this place. Everything is coming here,” a man who simply identified himself as Ajangbadi told SaharaReporters. “There is no year that this place is not flooded. It is through community effort that this place has not been washed away by the flood.
“The local government is aware of the situation of the road but they did nothing about it. If we decide to block the hole, houses would collapse because of the intensity of the flood. That is the only channel the water has.
“There was a time an engineer came from the local government. He looked at the hole and asked a wielder to bring quotation for fixing it but he did not return, nobody came back to check on it. If the issue of the flood had been addressed, maybe the incident would have been averted.”
112 did not act on our calls

The instinct of the residents of Old Ipaje road when realized they could not save Adewura after she was flushed through the manhole, was to call 112, Lagos State emergency number, to lodge a complaint. Mr. Ajangbabadi claimed he was the one who made the call but no one came to Adewura’s rescue.
“It was around 8:30pm” Mr. Ajangbadi explained. “It had just finished raining but the street was still very flooded. Sometimes, it takes about 30 minutes after rain for the flood to drain off. I was at the other side when I heard screams. I came to check what happened. I saw that people had gathered round lamenting the mishap that had just happened.
“A bike man had fallen into the ditch with his passenger but unfortunately, the passenger fell into the hole. The flood was intense, there was no way we could rescue her. Immediately, I brought out my phone and called 112. They told me they are coming.
“We took the bike man to the police state. When we got to the police station, I call again to let them know that we have taken the bike person to the police station. Another person picked the call and was arguing that I had not called before… he also said they would send someone one but nobody came all through the night. We left the bike man at the station and left.”
According to Mr. Ajangbadi, no emergency operative visited the scene until about 1:30 pm, the next day, when the police brought Mr. Onwe, was brought to identify the spot. Mr. Ajangbadi said he was too irritated by the sheer lack of urgency.
“This is someone life we are talking about. I was very angry that they were just coming by that time… I just ignored them and didn’t speak to them,” he said.

A hunt for a scapegoat

The manhole that trapped Adewura is not the only death trapped within Gowon estate. There are several of such across the state and by extension, the country. Just a few streets away from the Old Ipage road, another manhole lay uncovered at Lighter Junction in Gowon estate.
Following Adewura’s incident, residents in the estate built an iron barricade around the manholes to forestall other unfortunate incidents. The government, on the other hand, has not only kept mute but has also set out to bully residents into doing its job.  
On May 28, 3 days after Adewura was found dead in a canal, the Environmental Health Officers from Mosan Okunola LCDA set out to mandate an old man, who has his small concrete molding company close to the manhole at Old Ipaja road, to mold a slab to cover the ditch.
The man, who refused to give his name, was given 3 days ultimatum after which he would be summoned before a magistrate court.
The abatement notice reads in part: “you are hereby ordered to construct a slab on top of the drainage sub to prevent occurrence accident within the specified below or face legal action.”

target=_blank>Saraki In Trouble As EFCC Wins Strategic Victory At Court Of Appeal

The Appeal filed by Melrose General Services Ltd, a company that belongs to former Senator Bukola Saraki against the Economic and Financial Crimes Commission has been thrown out for lack of merit.
Melrose is linked to outgoing Senate President, Dr Bukola Saraki, whose two aides- Gbenga Makanjuola and Kolawole Shittu are being prosecuted by the EFCC in respect of the matter.
Justice Cecilia Olatoregun of the Federal High Court in Lagos had on April 27, 2018, ordered the final forfeiture of the said N1.4billion to the Federal Government.
Dissatisfied with the verdict of Justice Olatoregun, Melrose General Services approached the appellate court for redress, asking it to set aside the pronouncement of the lower court.
Backstory
The Economic and Financial Crimes Commission (EFCC) had on March 13, 2019 arraigned Gbenga Makanjuola, a Deputy Chief of Staff to Senate President Bukola Saraki before Justice Maureen Onyetenu of the Federal High Court sitting in Lagos on an amended 11-count charge bordering on alleged conspiracy, accepting cash payment beyond threshold and money laundering to the tune of N3.5billion.
Makanjuola was charged alongside Kolawole Shittu, cashier to the Senate; Robert Chidozie Mbonu, a former Managing Director, Societe Generale Bank of Nigeria, who is at large; Melrose General Services Limited; and Obiora Amobi, Operation Manager, Melrose General Services Limited.
Justice Onyetenu ordered that the charge be read to defendants for their plea to be taken.
One of the counts read: “That you, Gbenga Makanjuola, sometime in December 2016 in Nigeria, within the jurisdiction of this Honourable Court, did accept cash payment of the sum of $500,000.00 (Five Hundred Thousand Dollars Only) from Kolawole Shittu without going through a financial institution and thereby committed an offence contrary to Section 1(a) of the Money Laundering Prohibition Act, 2011 (as amended by Act No. 1 of 2012) and punishable under Section 16 (2) (b) of the same Act.”
Another count read: “That you, Robert Chidozie Mbonu (now at large) and Melrose General Services Limited between the 14th day of December, 2016 and January 2017 in Nigeria, within the jurisdiction of this Honourable Court, took control of the sum of N3,500,000,000.00 (Three Billion, Five Hundred Million Naira Only) transferred from the Nigerian Governors’ Forum’s account into Access Bank Plc account number 0005892453 by Melrose General Services Limited, when you reasonably ought to have known that the said fund represented the proceeds of lawful activities to wit-conspiracy, stealing and fraud, and thereby committed an offence contrary to Section 15(2) (9) of the Money Laundering (Prohibition) Act, 2011 (as amended by the Act No.1, 2012) and punishable under Section 15( 3) of the same Act.”
Big Blow
In its judgment on the matter on Friday, the Court of Appeal dismissed the appeal of Melrose (the appellant) and resolved the four contentious issues in favor of the EFCC (the first respondent).
The appellate court further held that Melrose appeal lacked merit and ordered the firm to pay 100,000 cost to the EFCC.
The appellate court also held that Melrose could not show that the said funds were lawfully earned by it.
It added that section 17 of the Advance Fee Fraud Act, 2006, which the EFCC relied on to seek for the forfeiture of the said funds was constitutional.
According to the Court of Appeal, Melrose was not denied fair hearing in the matter.
Justice of the Court of Appeal (JCA), Justice Tijjani Abubakar wrote the lead judgement, Justice E. Tobi delivered the judgment while Justice O. A. Obaseki-Adejumo concurred with the verdict.
Lawyer to the Melrose, Mr Olawale Akoni (SAN) argued the appeal while the lawyer to the EFCC, Mr Ekele Iheanacho, appeared for the Commission.
The EFCC had claimed that Melrose obtained N3.5bn from the Nigeria Governors’ Forum by making false claims.
Listed as defendants in the final forfeiture application filed before the Federal High Court were Melrose General Services Limited, WASP Networks Limited and Thebe Wellness Services.
The firms were accused of impersonating a consortium of consulting firms engaged by the NGF for the “verification, reconciliation and recovery of over-deductions on Paris and London Club Loans on the accounts of states and local governments between 1995 and 2002.”
But the EFCC insisted that the original firms engaged by the Governors’ Forum were GSCL Consulting and Bizplus Consulting Services Limited.
?Usman Zakari, the alter ego of Melrose General Services Limited, Robert Mbonu, made a false representation to the Governors’ Forum, causing the forum to pay N3.5bn to his company on December 14, 2016.
Zakari said the money was credited into the Access Bank account of Melrose General Services Limited, adding that Melrose and others dissipated and laundered about N2.3bn out of the money between December 15, 2016, and January 20, 2017, leaving a balance of N1.2bn.
Zakari said the anti-graft agency had also recovered N220m out of the laundered sum from WASP Networks Limited and Thebe Wellness Services.
The EFCC had on October 13, 2017, obtained an interim order from Justice Mojisola Olatoregun, placing a “Post No Debit” order on the accounts containing the N1.2bn and N220m.
The Judge had made the order following plea by the lawyer to the EFCC, Mr Ekene Iheanacho, that it would best serve the interest of justice for Melrose and others to forfeit the N1.4bn temporarily to prevent them from dissipating same.
The Judge, after granting the interim freezing order in 2018, directed the EFCC to publish the order in a national daily giving anyone interested in the funds 14 days to appear before the court to show cause why the funds should not be forfeited permanently.
Subsequently, one Prince Godwin Maduka and Linas International Limited showed up before the court, praying separately that the funds should be forfeited to them.
Maduka claimed that his firm, Udemgaba Maduka & Associates, had been engaged in 2011 as a consultant by Zamfara State Government to help the state recover some hanging funds, with an agreement that it would be paid 20 per cent of the recovered funds.
He urged the court to forfeit the N1.4bn to his company to cover Zamfara State’s alleged indebtedness to him.
But the EFCC opposed Maduka, contending that the suit was not a debt recovery suit and that Zamfara State was not a party to the suit.
In her verdict on the matter, Justice Olatoregun upheld the EFCC’s argument and dismissed Maduka’s claims.
On its own part, Linas International Limited said it was entitled to the payment of $6m from Nigeria Governors’ Forum.
But Justice Olatoregun also dismissed its claim, holding that the suit was not a debt recovery suit.
Having dismissed both claims, the judge ordered the permanent forfeiture of the N1.4bn to the Federal Government.

The Islamic Movement of Nigeria (IMN) otherwise known as Shiites has set the national flags of the United States of America (USA) and Israeli on fire during a massive protest to call for the release of the leader in Abuja. 
The protesters who converged at the Wuse Market junction on Friday where the protest was terminated described the US and State of Israel as enemy and oppressors of Palestine.

The flags which was concealed in a polythene bag were brought out at the full glare of the crowd with the caricature of President Donald Trump and set on fire at the junction of the market leading to a traffic logjam in the area.
The movements protest is to drive home their demands for President Muhammadu Buhari to release Ibraheem El-Zakyzaky to enable him to seek medical attention.

The group vowed to continue with the protest irrespective of the intimidation by the security agents.
The Secretary of Academic Forum of the movement, Abdullahi Musa said that the decision of the President not to release him negated the principle of rule of law.

target=_blank>BREAKING: Police Shoot To Disperse Protesting Shiites In Kaduna

There is palpable tension in Kaduna state where Police operatives are firing shots into the air to disperse members of the Sheikh Ibrahim El-Zakzaky- led Islamic Movement of Nigeria (IMN) otherwise known as Shi’ites, who stormed the streets to protest the continued detention of their leader.
The protest is coming as other Shiites are protesting simultaneously in Abuja.
El-Zakzaky and his wife Hajiya Zeenat Ibrahim among some other members of the group are facing charges in Kaduna State High Court and Magistrate Court respectively after being arrested in December 2015 following clash with the military in Zaria.
The Shi’ite members in their thousands, composed mainly of young men and women, commenced the protest immediately after the Friday Jumaat prayer along Kano road by shouting “Allahu Akbar , free our leader”.
As they approached Ahmadu Bello Way, they were immediately accosted by security agencies who shot several canisters of teargas into the sky, forcing the protesters to scamper in different directions.
The gunshots caused widespread panic in the area. 
It is unclear at the time of filing this report if there are casualties recorded.

target=_blank>Nigerian Students Enrollment In UK Varsities Dropped By 39% Over Three Years

A recent data by Studying-in-UK.org, a leading information portal about UK higher education system, has shown a steady decline in the enrollment rate of Nigerian students in UK varsities in the past three years. The UK is becoming a less coveted destination for education by Nigerians.
According to the latest report, 10,540 Nigerian students were enrolled in UK universities in the 2017/18 academic year. In the 2012/2013 session, the figure was 17,390, amounting to 39 percent decrease in three years.
 Based on the latest official enrollment data about 183 higher education providers in the UK, Studying-in-UK.org discovered that students from former British colonies account for almost 29 percent of all international students, but their number has decreased by 6 percent compared to five years ago.

The report also noted that although the number of Indian students had decreased by 12 percent compared to five years ago, India remains the most popular country of origin for international students coming from former British colonies. 
During the past academic year, exactly 19,750 Indian students were studying in the UK.
For many years, the UK and the United States have been top study destinations for Nigerians. Reasons for the rush abroad are obvious: The decline in the standard of education in Nigerian varsities and several other factors. 
Other factors like job prospects after graduation, better opportunities and prestige have fueled the migration of Nigerian students abroad over time. But this is changing.
Many reasons have been advanced for this steady decline in enrollment rate of Nigerians in UK varsities. The Department of Education in the UK recently relaxed its post-study rule for undergraduate and master’s students. Before, international students had to return to their home countries immediately after their studies. Following the recent policy change, they will now be eligible to work for six months post-graduation, while doctoral candidates are eligible to renew their stay for up to one year.
The high cost of studying in the UK is also a crucial factor. This was what discouraged Amiebi, a Nigerian from Rivers State from studying in the UK last year.
“For me, the UK is too expensive. That was why I went to India,” Amiebi, who just graduated from the Noida International University in India, told Sahara Reporters.
Agu Onyemaechi, who completed a master’s degree in Environmental Sustainability at the Birmingham City University, United Kingdom, spent roughly £15000 on tuition and living cost in 2014. 
If Onyemaechi were to enroll for the same degree now, he would have to pay almost double the amount he spent in 2014 because of the drop in the value of the naira.
Professor Segun Ajibola, the President/Chairman of Council, Chartered Institute of Bankers of Nigeria, attributed the drop in enrolment rate on the economic downturn which saw a drastic fall of the naira against the dollar and the GBP.
Sharing his views on the issue with Sahara Reporters, Ajibola, who is also the Dean, College of Postgraduate Studies, Caleb University, maintained that the situation had been made worse because parents sending their children to study in the UK have not witnessed an increase in income.
He said, “Their capability to sponsor their children overseas has reduced significantly because of the foreign exchange rate. The second reason is that in Nigeria, so many private universities are almost of equal standard to British schools in terms of facilities and availability of programs. This has also reduced the attraction to UK varsities.
“Just as the UK has witnessed a reduction in enrolment rate, I am sure that it is the same for the US and other parts of Europe if the records are confirmed. Prospective college students are encouraged to stay back home. If it costs you N5m per annum to sponsor your child abroad, now it will cost you around N10m to do so. Where do you get the N10m? This is because your income as a parent income has not increased by a similar proportion in the last couple of years.”
Ajibola lamented that the rush for education abroad was seriously affecting the Nigerian economy.
The don called for more funding of Nigerian universities.
He added, “This is a challenge to the Nigerian government to improve the quality of educational services in Nigerian in order to discourage the migration to Europe, Africa and American schools. The less it happens, the better for us in Nigeria economically.
“The conditions in these European countries are becoming tougher, stricter and less conducive. Before, in some European countries, the attraction was that if you studied there, you could stay back and work but some countries are discouraging this. Nigerian graduates out there are struggling with the fact that they have to go back to their country after their studies. Where are the jobs in Nigeria? Is it not better to slug it out at home rather than spend so much acquiring education abroad only to return home to face unemployment?”

What appears to be a cat and mouse game between security agents and members of the Islamic Movement Of Nigeria ( IMN ), is currently going in Abuja as Shiites have embarked on its planned massive protest in Abuja.
The protest which kicked off at the National Mosque on Friday despite the heavy security presence.

The security agents were stationed to barricade the perimeter of the mosque in the hope that it will disrupt the protest. 
Armed policemen who have been keeping vigil around the mosque got more than what they bargained for when a mammoth crowd of the members of the group disembarked from vehicles from different directions.

The protesters were chanting anti-government songs calling President Muhammadu Buhari unprintable names.
The placard-carrying protesters who divided themselves into different groups are currently heading toward the popular Wuse Market where the flags of the United States of America (USA) and Israel will be burnt.

target=_blank>Nigerians Cry out Over Molestation, Unlawful Detention In Malaysia, Allege Neglect By Nigerian Govt

The Malaysian chapter of Nigeria in Diaspora Organization has strongly condemned the alleged killing, extortion, and harassment of Nigerians schooling and living in Malaysia by the police.
The group says recent news of the raid and molestation of Nigerians in Malaysia by the police was unacceptable and gradually becoming the norm in the country.
In a statement issued in Abuja on Thursday and signed by its President, Kingsley Nwankwo, the group also criticized the Nigerian High Commission in the country for failing to act on behalf of its citizens and not living up to its responsibilities.
The group’s complaints are coming on the heels of recent reports of illegal detention of Nigerians abroad. Following the release of a Nigerian student, Zainab Habibu, who was detained in Saudi on suspicion of drug trafficking, many Nigerians had criticized the Federal Government for being selective in its efforts to address such cases and not doing enough to address incessant human rights abuses of Nigerians abroad.
Nwankwo said the Nigerian High Commission in Malaysia had promised to intervene in the case of one Nigerian, identified as Alowonle Oluwajuwon Gilbert, held for murder at the Sepang Court Selangor, Malaysia.

He said to his surprise, the Nigeria High Commission didn’t intervene in Gilbert’s case while noting that no attorney was around to stand for Gilbert which means that his fate lies at the mercy of the judge.
According to him, many Nigerian students are in various detention centers after being arrested for offenses they know nothing about.
“As we speak, the young man (Gilbert) is on a crossroad of death sentence or life imprisonment, we have so many of similar and pending cases in Malaysia,” Nwankwo stated.
The statement partly read,  “The way Malaysian police officers are killing, extorting, assaulting, intimidating and harassing Nigerians every day is surprising, shocking and unbelievable; it makes a mockery of us as the giant of Africa.
“It is quite unfortunate and worrisome that the consular staff of the Nigeria High Commission in Malaysia, who are supposed to protect and defend Nigerians, had recently connived with the Malaysians to unlawfully detain Gilbert, who was alleged of killing a Malaysian nurse named Siti Kharina between 12.41am on May 9 and 2.30pm on May 15 at a unit at Third Avenue Condominium, Cyberjaya.”
The group, therefore, called on President Muhammadu Buhari to address the issue in time and intervene in Gilbert’s case.
The group added, “We hereby emphatically kick against the action in its entirety and call on the Federal Government and President Muhamadu Buhari to caution the High Commissioner and the staff of the Nigeria High Commission.
“This very act by the Malaysia government and police is one to0 many; it is gradually demonstrating its penchant for impunity, racism, disregard for the rule of law and professionalism.
“We hereby appeal to  President Muhammadu Buhari, well-meaning Nigerians, groups and individuals to save our soul and reject this human rights abuse in order to save Nigerians living and schooling in Malaysia.”

There is tension in Abuja, the nation’s capital as security operatives launched a manhunt for the members of Islamic Movement Of Nigeria  ( IMN ) popularly known as Shiites, who are had planned to carry out a massive protest at the National Mosque in Abuja.
Security has been beefed up within and outside the city and its metropolis leading to a traffic gridlock along Mararaba – Nyanya road. 
Many residents were caught up as soldiers mounted series of roadblocks at AYA junction thereby subjecting motorists to severe security checks.
The traffic situation has extended from AYA to Masaka and Orange Market forcing many people to trek a long distance while others have to maneuver their way through commercial motorcycles.
Security operatives have got the wind of the planned protest by the group and quickly swung into action with the view to nipping it the bud.
Members of the group had on Friday last week ambushed President Muhammadu Buhari and held him hostage for few minutes during the Ju’mat prayer at the National Mosque.
The group is protesting against the continuous detention of their spiritual leader, Ibraheem El-Zakyzaky who has been in the custody since 2015

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has confirmed the death of its President, Comrade Francis Olabode Johnson, who died in the early hours of Friday.
Johnson’s death was confirmed in a statement issued by the Association’s National Executive Council (NEC), Central Working Committee (CWC).
Lumumba Okugbawa, the Deputy President and Frank Esanubi General Secretary of PENGASSAN jointly signed the statement reads: “We announce the untimely and painful death of Comrade Francis Olabode Johnson, President PENGASSAN in the early hours of Friday 31st May 2019 at National Hospital Abuja, after a brief illness. 
“Late Comrade F. O. Johnson until his passing on was a staff of Nigerian National Petroleum Corporation (NNPC) and was on the final lap of his eventful and transformational six years tenure as President PENGASSAN, having been elected to that position in June 2014 and re-elected in 2017.
“Comrade Johnson will be remembered by his comrades, co-workers, family, and friends for being thoughtful, humorous, compassionate and transparent as he touched the lives of so many and was the very embodiment of strength, patience, and perseverance. 
“These attributes propelled him to develop a deep connection with nature, zest for life and the total transformation of PENGASSAN   National Secretariat and initiating the e-library and Events Resources Centres in all of our Zonal offices.
“His joyous laughter and giving spirit will forever be ingrained in our memories. Burial rites will  be communicated to the general public as soon as we receive information from the family.”

EFCC Arraigns JAMB Staff Who Claimed Snake Swallowed N36m

The Economic and Financial Crimes Commission (EFCC) on Friday arraigned, Philomina Chishe a controversial official of the Joint Admissions and Matriculation Board (JAMB) and five others for trial over alleged N36million fraud. 
She was arraigned before Justice Peter Afen at the Federal Capital Territory (FCT) High Court in Abuja.

She is being prosecuted on an eight-count charge bordering on fraud following her refusal to furnish the management of JAMB the true information on the financial status of JAMB e-cards supplied to the Benue Zonal office between 2014 and 2016. 
The accused pleaded not guilty to the charge brought against them.

She allegedly told operatives of the anti-graft commission that a snake swallowed the cash in question.
The offense is contrary to section 139 (a) of the Penal Code Law.
Chieshe was tossed to reckoning when she made a malicious claim that a mysterious snake swallowed about N36million cash arising from sale of e-JAMB cards in Benue state.

Instead of Philomena rendering account on the said N36million, being the shortfall of unremitted e-JAMB cards in connivance with other officials, she claimed that a mysterious snake swallowed the money.
According to the EFCC, Philomena ought to know that the shortfall in the unremitted e-JAMB cards, which she claimed disappeared as a result of manipulation from the kingdom of darkness is false and untenable before the law.
