Leadership In Crisis: COVID-19 In Nigeria By Otive Igbuzor

The simplest definition of Leadership is the ability to lead others by influence. It is the capacity to influence, inspire, rally, direct, encourage, motivate, induce, move, mobilize, and activate others to pursue a common goal or purpose while maintaining commitment, momentum, confidence and courage.
There are different kinds of leadership required for different times. Scholars have pointed out that the period of crisis requires charismatic leadership with a combination of intelligence, purpose, grace under pressure and consideration for followers.
Poor leadership can make a crisis situation worse especially if impending threats are ignored, wrong decisions made or impression created in the mind of citizens that the leaders do not care.
Leadership during crisis aims to minimise impact, save lives, protect property and infrastructure and restore public trust on government. This requires initiative and imagination especially if the crisis is new like Covid-19.
Some scholars have provided a framework for leadership in times of crisis.iii According to the framework, a leader needs to focus on the following ten issues during crisis:
Early recognition of the crisis and the threat it poses.
Facilitating a collective understanding of the nature, characteristics, consequences, potential scope and effects of an evolving threat.
Making strategic decision in a timely manner after some form of due process.
Orchestrating co-ordination among government agencies, private sector and citizens especially those affected by the crisis.
Adopting a systems approach to the crisis looking at all its dimensions and connections.
Provide authentic hope and confidence to the people.
Provide mass communication in a timely manner. Ensure correct information at all times as one wrong information can jeopardise all the efforts.
Render accountability. Explain what is being done and why. Provide cost of action and services rendered.
Learn as you implement. Learn during the crisis about what is working and after the crisis on what has worked for future purposes.
Enhance resilience. Prepare individuals and organisations for resilience and the ability to absorb shocks, recover quickly, adapt and respond to situation.
This framework can be applied to Covid-19 and other crises. Response to Covid-19 will be effective if the threat is recognised early and response put in place in terms of good health system, testing and treatment and prevention and control measures.
If delay happens at the initial stage, the spread will go out of hand with disastrous consequences. If people do not understand the level of threat, they will respond negatively to prevention and control measures. If strategic decision of lock down is not taken on time, the disease will overwhelm the health system especially if the system is weak.
If there is no co-ordination and engagement with citizens, government will roll out programmes with citizen opposition. If authentic hope and confidence is not given to people, some will not understand why they should make sacrifice that a lock down requires.
If correct information is not provided in a way that it will get to all, rumour mongering and fake news will thrive. If account is not rendered periodically and transparently, support from citizens cannot be assured.
In the Nigerian case, many citizens are already annoyed that corporate bodies, banks and wealthy individuals are donating money to government. If we do not learn quickly what works, we will not be able to replicate in other places.
The isolation and treatment centre in Lagos has come out with great results. We must learn quickly why this is so and how it can be replicated in the other 35 states and  FCT.
Finally, we need to prepare individuals and organisations for resilience as we respond to the Covid-19 crisis and other crisis in the future.

The police in Ondo have denied arresting suspects in the murder case of late Mrs Funke Olakunrin, daughter of Afenifere leader, Pa Reuben Fasoranti. Afenifere spokesperson, Yinka Odumakin, had earlier said four suspects were arrested by the police in Ondo State.

African Union To Consider Senegal’s President’s Request To Cancel Countries’ Debts After COVID-19

The African Union has said it would integrate the request of President Macky Sall of Senegal to cancel debts by African countries after the Coronavirus outbreak.
The Senegalese President had recommended a complete cancellation of African public debts.
After a closed-session video conference meeting with other African heads of state, President Sall announced that the organisation will be integrating his proposal for African debt relief into the AU declarative statement on Coronavirus.
His request is set to “be reflected in the AU’s statement on the impact of the disease.”
COVID-19 is expected to have a long-term negative economic impact
on the continent as many countries have placed restrictions on travel and commerce to help slow the spread of the disease.
Senegal has been one of the continent’s most proactive countries with its response to the pandemic, with President Sall committing to a series of decisive actions to help limit the spread the disease and support at-risk communities including declaring a
state of emergency and limiting movement for the entire country and suspending flights.
So far, Africa has 9,310 confirmed cases with 906 infected persons recovered and 444 deaths.

Oppression Of Nurses Must Stop In Ogun, Lagos By Tao Bakare

In Ogun State, health workers are being paid inhumane sum of N5000 as hazard allowance. Doctors are now clamouring for N200,000 increase hazard allowance increase, due to the Covid-19 pandemic.
Whereas, nurses work 24 hours shift since the pandemic, and the leadership of this professional body never start the call for increase in their allowance, but they go ahead to do what they do best; save lives.
Another notorious fact is that, a doctor who just got home called will receive a salary higher than what a nurse of 15 years in service will earn. This is pure injustice.
Aside that, it is trite to note that, both doctors and nurses spend the same amount of years (six years) studying to be qualified. But still, nurses are treated as ‘second class workers’ in line of duty.
Take a close look into our health institutions, most departments are headed by doctors, even wards, where nurses are the ‘ hard workers’. For instance, in Olabisi Onabanjo University Teaching Hospital, Sagamu, it is notorious, that nurses have never been rewarded more than their basic salaries, in fact, most times, they are owed, while their counterpart are paid promptly.
I believe, urgent call should be made to the appropriate bodies to as soon as possible, address this menace, which is turning sour, everyday. The patient will never argue that nurses are more available than doctors, so, why treat these champions badly.
Since the outbreak of the pandemic, doctors have been mostly wanting, while, the nurses have always fronted scenes. It is thus reasonable enough, that these nurses be respected, honored, and rewarded.
The government should lol into the welfare of nurses more than ever before, and make sure they are adequately rewarded.
Yesterday marked another sour experience for nurses in Ogun and Lagos states. Because of the fact that, there is lock down, and both doctors and nurses have to be on ground to attend to emergencies, as early, as called for. The states, organised a meal welfare for these health workers.  But still, nurses were thoroughly humiliated. In Lagos, doctors were served spaghetti and chicken, while, nurses were served garri and beans (ewa agonyi).
Also, in Ogun, nurses were served only a piece of N150 bread, without any side dish, which most of them rejected and grumbled over. This is the height of another injustice that must be checked.
Again, since the outbreak of the pandemic, globally, nurses, cleaners, social workers, ambulance drivers and others, that are seen and treated like low class workers, have managed to persevere and discharge their duties, despite, the risk, unfortunately, these set of workers are not been remunerated properly, especially in OOUTH.
Although, doctors too are to be appreciated, but, the welfare of nurses should be held paramount, and they should be treated more like humans. These people are life savers, not slaves to doctors. Thus, the excesses of doctors should be duly checked, and balance should spring up amidst the treatment of doctors and nurses.
The period of this pandemic should be a catalyst for a major change. In fact, nurses should be given the chance to be commissioners of health, Chief Medical Directors, Minister of Health and even Heads of Department in health institutions, go to OOUTH, no nurse heads anywhere.
While their salaries should be increased, they should not be subjected to ‘slave like’ treatment by doctors. The appropriate authorities should see to this.
There was a time in Ogun State, when, the daughter of former President Olusegun Obasanjo, Senator Iyabo Obasanjo Bello, a veterinary doctor, was appointed, Commissioner for Health in the state. Nurses that treat humans and not animals are never given the chance to become even chief medical directors of government hospitals in Nigeria.
Nigerians, all over, not just in Ogun and Lagos should take it as a responsibility to see to it, that the oppression meted on nurses, be stopped as soon as possible, and nurses should be treated as life savers not slaves to doctors.
