Policemen Illegally Arrest, Detain Two Men In Ibadan After Failing To Meet Bribe Demand

Some policemen attached to Apata Police Division, Ibadan, Oyo State, have illegally arrested and detained two young men in the city. 
Coker Bakare and Abeeb Oyeniyi in company with two female friends were out on Sunday afternoon to get food for their families when they were accosted by a team of policemen, who arrested and demanded bribe from them before they were released to go. 
Out of fear, the young men offered the policemen N2000 but they rejected the money, saying it was too small for their level. 
The policemen insisted on collecting N10,000 before allowing them go.
After failing to meet their demands, the policemen tried to throw all four persons into the van and take to their station. 
At the end of the day, they only managed to seize one of the young men while others escape from their grip. 
When relatives of the young man arrested visited the police station to secure his release, they were told the guy and his friends had Indian hemp on them when they were accosted.
After making attempts to establish the innocence of the young man, police personnel at the station subsequently arrested and threw his relatives into cell. One of those arrested, Olaoluwa Owoeye, told SaharaReporters that a female officer at the station squeezed his penis roughly and threatened to deal with him when he was released from cell.
“The female police officer squeezed my penis and testicles. 
“All these happened with the instructions of the DPO of Apata Division, Mr Abure David,” Olaoluwa said after his release.
SaharaReporters gathered that two other young men are still locked up at the police station despite efforts by their family members to secure their release.
However, reacting to the incident when contacted by our correspondent, Oyo State Police Public Relations Officer, SP Fadeyi Olugbenga, said the matter was under investigation. 
He said, “The police officers claimed that they found Indian hemp on the arrested guys, they’re under investigation.”
But relatives told SaharaReporters that nothing incriminating was found on the young men when the policemen illegally arrested and demanded bribe from them. 
“The police only started talking about Indian hemp when we went back to the station to demand the release of the young men,” the relative said.

BREAKING: Eight New Coronavirus Cases Confirmed In Nigeria

Eight new Coronavirus cases have been confirmed in Nigeria.
This was announced by the Nigerian Center for Disease Control on Sunday night.
Of the eight, five were recorded in Lagos while two in the Federal Capital Territory.
In a post on its Twitter handle, the NCDC said, “Eight new cases of #COVID-19 have been reported in Nigeria: five in Lagos, two in the FCT and one in Kaduna State. “As at 9:30pm on April 5, there are 232 confirmed cases of #COVID-19 reported in Nigeria.

Covid-19: Nigeria Needs A Purposeful Response By Tope Akinyode

There is currently no known vaccine in preventing global pandemic – Coronavirus (Covid-19). Healthcare experts say if you wash your hands regularly with soap or with alcohol-based hand sanitisers and observe some other basic-level infection control precautions, you may wade off the demon disease or reduce likely exposure.
Globally, death toll arising from Covid-19 continues on an alarming rise with the most developed countries actively topping the chart. However, Nigeria has only recorded its fifth death.
What exactly does healthcare look like in Nigeria? Obsolete and ill-equipped, with unavailability of essential vaccines and drugs. In 2017, Zahra and Aisha Buhari; daughter and wife of the Nigerian President, both raised different alarms that the clinic which services the Aso Rock was lacking in the supply of basic drugs. Zahra alleged that the Aso Rock clinic lacks conventional Paracetamol tablets, while Aisha decried that the facility does not have a single syringe despite the huge budgetary allocation of 3 Billion it receives.
Before the pandemic, Nigeria’s healthcare was in a deplorable condition. Having an estimated population of more than 200 million people, only 72 thousand-plus Nigerians are trained medics. According to the Nigeria Medical Association (NMA), over half of Nigerian doctors practice abroad. The rough statistic is that there are 42,000 doctors to 200 million people and this, as the World Health Organization (WHO) puts it means that the physician-to-patient ratio is 4 doctors to 10,000 patients – patients have to usually wait long hours before being attended to.
Faisal, Jamil and Chowdhury (2017) projects that Nigeria’s major public health challenges are infectious diseases, maternal mortality, infant mortality, road accidents, disease surveillance, non-communicable diseases, and poor sanitation and hygiene. Talking about poor sanitation and hygiene, Nigeria is identified as the leader of open defecation worldwide. Suleiman Adamu, Minister of Water Resources in explaining the reason for the open defecation surge admitted that ‘approximately 47 million people do not have access to sanitation services in its most basic form’. To prevent a global viral disease – which potentially has no end in sight – and which is best minimized through good hygiene practices, Nigeria has a long way to go.
Citizens do not have an actionable right of healthcare per se under the 1999 Constitution of the Federal Republic of Nigeria as amended (the constitution). Although, the Constitution under Section 33 provides that citizens have a right to life, it does not envisage that ill-health could derogate from the right. 
The major pronouncement on healthcare in the constitution is encapsulated under the ‘fundamental objectives and directive principle of state policy’ in Section 17 (3) (c), (d) which states that:
‘The state shall direct its policy towards ensuring that –
(c) the health, safety and welfare of all persons in employment are safeguarded and not endangered or abused;
(d) there are adequate medical and health facilities for all person’.
The courts have held that the above fundamental objectives and directive principle of state policy are ‘non-justiciable’. In law, an enactment is non-justiciable if it is non-enforceable. In Ugwu v. Ararume the Supreme Court per Hon Justice Muhammad, JSC held that:
‘An enactment is justiciable only if it can be properly pursued before a court of law or tribunal for a decision. But where a court or tribunal cannot enforce such enactment then it becomes non-justiciable’.
Notwithstanding the above, courts have also held that certain conditions could activate the fundamental objectives and directive principle of state policy to make them become full-fledged, actionable rights. 
In AG Ondo State v AGF, the Supreme Court held that ‘the directive principles (or some of them) can be made justiciable by legislation’. Furthermore, in Ugwu v Ararume (sic), the Supreme Court noted that ‘the executive does not have to comply with the enactment unless and until the legislature enacts specific laws for its enforcement’.
In a move which appears to give credence to the fundamental objectives and directive principle over healthcare, the National Health Act was enacted in 2014. First proposed as bill in 2004, the bill’s enactment took a decade-long. Despite that, the Act and other sundry healthcare regulations are yet to meet up with international standards on healthcare.
Even though Cuba is regarded as poor, its healthcare outperforms many others globally. In Cuba, doctors annually visit each household; checking hearts, blood pressure, and probing into lifestyle. As at 2015, Cuba’s physician-to-patient ratio was 8 doctors to 1000 citizens; which is more than double of the physician-to-patient ration in the UK and the US. Healthcare is a fundamental human right in Cuba. Article 9 of the Cuban constitution stipulates that every sick person must be treated. Articles 43, 48, 49, and 50 of Cuba’s constitution mandates free healthcare for every citizen, safety of workers and healthcare assistance to the aged. The saying is true of Cuba that Cubans ‘live like the poor, but die like the rich’ because rather than pay hugely to cure a disease, the health system prevents it. And what more? While the entire world grapples with Covid-19, Cuba has gone a step further, it is now taking the burden of the world upon itself – and presently, Cuban doctors are in Italy – rescuing lives from Coronavirus. For the records, Cuba’s most valuable and biggest export is its doctors.
The outbreak of the deadly Coronavirus disease should force Nigeria to make a purposeful resolve for an improved healthcare.

Three Health Workers In Isolation After Contact With Coronavirus Patient

Two doctors and a nurse at the Lagos State University Teaching Hospital, Ikeja, are now in isolation after coming in contact with a person infected with Coronavirus.
The health workers had made contact with the patient, who was brought to the hospital but later taken to the Lagos University Teaching Hospital, Idi-Araba, Lagos, where he died.
Chairman, Medical Advisory Committee of LASUTH, Dr Ibrahim Mustafa, made the revelation.
He said that though the health workers were not exhibiting any symptoms of the virus, they were placed on isolation based on the advice of LASUTH Infectious Diseases Consultant.
He added that the patient was attended to in the vehicle that conveyed him to LASUTH, which reduced his exposure to health workers and other patients.
Dr Mustafa said that the patient did not disclose his travel history to the health workers, thereby exposing them to the risk of contracting the virus.
He said, “The patient did not divulge his travel history and underlying medical conditions to the health workers, but they were suspicious based on his symptoms and warning to exercise caution while attending to patients.
“The health workers that attended to the patient took necessary precautions but based on the advice of LASUTH Infectious Diseases Consultant, the doctor and nurses that had contact with the patient had been placed on isolation.”
The doctor advised health workers to continue to maintain vigilance and ensure universal precaution while attending to patients.
Nigeria so far has 224 confirmed infections with recorded five deaths due to the virus.

110 Ivorian Returnees Released, Index Coronavirus Patient Discharged In Osun

About 110 persons, who returned to Osun State from Ivory Coast and were placed under isolation after being suspected of having Coronavirus, have been released to go home by the state government.
Also, the first person to be confirmed of having the virus in the state has been discharged after making full recovery.
Governor of the state, Gboyega Oyetola, made the announcement during a press briefing on Sunday in Osogbo, the capital.
He said, “Upon their arrival in the state, as a proactive measure, we immediately quarantined them at an isolation centre in Ejigbo.
“We later discovered upon profiling that some of these returnees are indigenes and residents of other states such as Oyo, Lagos, Ogun, Imo, Edo, Delta and Abia, among others. 
“Of the 127 isolated and tested returnees, 17 tested positive for Coronavirus while 110 returned negative. Of the 17, we also have persons from other states.
“Those who tested positive are undergoing adequate and proper treatment at our care centre and are all stable.
“The 110 whose results came back negative have been released to join their families.”

Sources revealed to SaharaReporters that the governor suspended Danga to allow for an accelerated investigation into the case.
Njemanze, who spoke with our correspondent, said the Kogi Government needed to do more to win the trust of the people by sacking Danga.
She said, “There is absolutely no evidence of any suspension from the governor.
“We demand evidence of the suspension.
“It is important because the abuser has access to state resources through his office and has been using them to ensure the victim is discouraged from seeking justice.”
The National Human Rights Commission has already waded into the case, assuring members of the public that it will follow up the case to the end.
Executive Secretary, Tony Ojukwu, stated that no individual no matter how highly placed would be allowed to get away with impunity.

Oyo State Receives N125m As Support For Fight Against COVID-19

The Oyo State Government has received the sum of 125,343,263.50 as a donation to the fight against Coronavirus in the state.
Individuals and corporate organisations donated the sum to the state government.
Aside from cash donations, the state also received relief items expected to be distributed to residents.
Following the outbreak of the virus, the state set-aside three bank accounts to receive donations and support from the people.
The state received N103,918,050 through the United Bank for Africa, while N11,324,213 was received through First Bank of Nigeria and N10,101,000 through Unity Bank.
In a breakdown of the donations published by the state government, N28,500,000 was donated by CSR – UBA while CSR – Unity Bank donated N10,000,000.
Also, De Damak Nigeria Limited /Alh Chief Dawud Akinola donated N20,000,000, Lateef O. Fagbemi and Co donated N10,000,000 and Ledco Limited donated N5,000,000.
Some of the relief items received include 25-bed Intensive Care Unit, 100-unit hospital bed, mattresses, bedside tables and mosquito nets, 1200 (70ml) sanitiser and 10,000 litres of PMS.
The state has nine confirmed cases of Coronavirus so far with the state governor, Seyi Makinde, also among those infected.

10-year-old, Four Others Infected With Coronavirus Discharged In Lagos

The Lagos State Government has discharged five persons earlier infected with Coronavirus after days in quarantine and isolation.
This brings to 29 the total number of persons discharged in the state after successfully battling the virus.
Governor Babajide Sanwo-Olu announced this via his personal Twitter handle on Sunday, adding that tests conducted on the five persons came out negative.
He said that those discharged had fully recovered and have been reunited with their families.
He said, “Today, I am happy to inform you that five more patients comprising two males and three females including a 10-year-old girl have tested negative twice to #COVID19. Dear Lagosians, yesterday I announced the discharge of one more patient from our Infectious Disease Hospital, Yaba. “These five patients have been discharged to reunite with their families. 
“This brings to total 29 the number of patients who have fully recovered and have been discharged from our facility at Yaba.”
Governor Sanwo-Olu urged Lagosians not to stigmatise those previously infected with the virus but continue to abide by professional health advice to curb further spread of the virus.
