target=_blank>10 Corpers To Repeat Service Year In Ondo

The National Youths Service Corps (NYSC) has sanctioned 17 out of the 1,712 corps members for the 2018 Batch B (Stream I) deployed to Ondo State for their service year.
Grace Akpabio NYSC Coordinator in the State made the disclosure while presenting certificates to the corps members who had completed their one-year mandatory service.
Mrs. Akpabio said out of the 17, ten corps member would repeat their service year for abscondment while the remaining seven will have their service year extended.
According to her, the erring corps members were found wanting and engaged in the acts of indiscipline which is against the NYSC code and ethics. 
Akpabio noted that the NYSC has invested in the future of the corps members with the various skills and vocations learnt during their service year.
“Your service year has provided you with a lifetime opportunity to make a decent living from your sweat and stay away from sharp practices.
“So, you are leaving behind legacies that will stand the test of time and I am confident that fitting into the society will not pose any challenge or threat to you,” she said.

Justice Ijeoma Ojukwu of a Federal High Court sitting in Abuja has adjourned the trial of Doyin Okupe, a former Senior Special Assistant on Media to a former president, Goodluck Jonathan, until October 3, 2019. 
Okupe, who is being prosecuted by the Economic and Financial Crimes Commission, EFCC, is facing a 59-count charge bordering on money laundering, criminal breach of trust to the tune of N702 million. 
The EFCC through its counsel, Ibrahim Audu, closed its case against him on June 26, 2019 after calling its sixth witness, Shuaibu Salisu, a former Director, Administration and Finance in the Office of the National Security Adviser, ONSA. 
Salisu, while being led in evidence by Audu, narrated how sometime in 2012 the then NSA, Col. Sambo Dasuki (retd), directed that money totalling about N50 million should be paid to Okupe. 
“Okupe provided his account details where I paid the amount into the bank account of Value Trust Investment,” he said, adding that several payments were made at different times to him. 
Justice Ojukwu had afterwards adjourned until June 28, 2019 for the defence to open its case.
At the resumed hearing, however, defence counsel, J.K. Gadzama, SAN, instead, moved an application for the leave of the court, to allow Okupe travel for medicals.
The prosecution left the decision to the discretion of the court.
Afterwards, the trial judge granted the application permitting him to travel to the United States for medical attention, and ordered that the passport of the defendant should be released to him.
“Upon return, he shall return the international passport to the court,” the trial judge added.
The case has been adjourned unyil October 3, 2019 for adoption of written address on the no-case submission, which the defence intends to file.

target=_blank>Herdsmen: Plateau Group Rejects Buhari’s Ruga Settlements, Says It Will Worsen Farmer-Herder Clashes

Youths in Plateau State, under the ageis of Youth G17, have rejected the move by the Federal Government of Nigeria to create settlements for herdsmen in selected states, including Plateau.
While speaking to journalists in Jos, the spokesman for the group, Song Muru, said, “the new scheme is designed to displace the indigenous population from their ancestral lands, cautioning that the new policy will worsen the crisis situation and deepen the antagonism between the fulanis and the natives instead of resolving the present conflicts”.
The group said it joined the Igbo socio-cultural organization, Ohaneze Ndigbo and its Yoruba counterpart, Afenifere in rejecting the Ruga herders’ settlements proposed by the federal government.
Muru called on the Plateau state government to unequivocally condemn and reject the planned settlements, warning that they would hold it accountable for the protection of the lives and property of the people.He wondered why the federal government was anxious to create settlements in ancestral lands of indigenous communities while leaving the indigenous native farmers displaced by headers’ attacks to remain in internally displaced persons’ camps while their lands are balkanized.
The group cautioned that while they would be law-abiding, they would also not watch their people subjugated in their own land.

target=_blank>‘I Have Never Raped Before’, Says Pastor Fatoyinbo As He Denies Rape Allegations

 
Biodun Fatoyinbo, Pastor of the Commonwealth of Zion Abuja has denied rape allegations against him by Busola Dakolo, wife of popular musician, Timi Dakolo.
Busola, in an interview, had said that Fatoyinbo raped her multiple times when he started his church in Ilorin, Kwara State.
However, Fatoyinbo, in a statement totally refuted the allegation against him by Busola saying he has never raped anyone in his life even while he was an unbeliever.
The pastor also reacted to previous rape allegations against him by some church members saying he had a policy of ignoring the rumours.

“Prior to now, we had adhered to our policy of ignoring rumours from social media accounts as we knew that several statements had been made to extort the church of money and myself through blackmail, harassment and intimidation. We have refused time and again accede to their request, which hasinfuriated them overtime, because of this, they  have gotten more aggressive. 
“Unlike previous statements where innuendos were used and there was no direct mention of myself or the church, the recent video released on YouTube has now made direct criminal allegations against me in the interview granted by Busola Dakola which are fallacious, non-existent and which are all denied on every measure. As an individual and as a church, we love and support people, and we will never condone any form of abuse, rape, harassment, or intimidation of anybody. I have never in my life raped anybody even as an unbeliever and I am absolutely innocent of this.”
Fatoyinbo confirmed that Busola was a member of the church during the early days of the church.
He also threatened to file a legal case against Busola and YNaija, for making such untrue and damaging accusations.
“The leadership of the church and I have briefed our lawyers to commence criminal and civil actions against all individuals making such false allegations whether directly or by proxies. We will as a church pursue every measure within the ambits of the law to bring the culprits to justice,” Fatoyinbo said.

target=_blank>Humanism And Transformation Of Medical Missions In Nigeria By Leo Igwe

 
Humanism stands for change, for socio-cultural change and progress. And in Nigeria`s health sector, some change is imminent. The humanist movement is set to transform the landscape of medical and health care delivery because the medical sector is one area where religious privilege is quite pronounced. On June 23, 2019, the Humanist Association of Nigeria (HAN) recorded a milestone in this respect. It held the first secular medicaloutreach in the country. The Lagos Chapter of the Humanist Association of Nigeria hosted the medical program in conjunction with the Lean Perspective Inc.
The free medical service took place at the National Stadium in Surulere, Lagos. Dr. Uzoma Chukwuocha, a Nigerian medical practitioner based in the United States, presided over the program. A health attendant from the humanist association assisted him.
The medical outreach ran from 1.00 pm to 5.00pm and over 35 persons consulted with the doctor, received free medical advice and medications. It was pleasing to see many people arrive for this historic event. It was a Sunday afternoon and some people stopped over on their way from the Sunday service to see the doctor.The HAN plans to make the medical outreach an annual event and to extend it to other states of the Federation. The medical program is open to all Nigerians of all faiths and none because the goal is not to get beneficiaries to become humanists or atheists. The main objective is to provide a health care delivery program that is not linked to religion or proselytization. In fact, part of the objective is to get Nigerians to understand that there is an alternative to the religious medical missions.
Too often, religious missionary organizations sponsor medical missions in the region. And they use the platform to preach and try to convert the beneficiaries to their various religions mainly Christian and Islamic-faiths. Medical consultations are often punctuated with God and Allah talks, Christians and muslims intersessions. Doctors and nurses use the medical missionary spaces to evangelize and to market their religious doctrines; to coerce sick people to embrace faith healing and miraculous cures.HAN’s secular medical program marks a radical departure from this medically and ethically unsound health care practice. In a religiously pluralistic society, it is pertinent that religion is separated from medical practiceand that religious privilege be abolished in the public health sector. Medical services should be evidence, not faith based. A wall separating church/mosque and hospitals should be upheld to ensure the integrity ofhealth care delivery. This is because sick persons, who need religious advice, counsel or prayers know where to go to access such services. It is not the hospitals or clinics; it is not at the consulting rooms or healthcare centers. It is not from doctors and nurses. Thus it is an abuse of the medical profession and the medical space for doctors, nurses and health attendants to use the hospital and clinical spaces to proselytize andevangelize. Such practices are not compatible with the oath that they swore or the pledge they made at the end of their training.
In the years to come, HAN plans to bring together doctors and other medical personnel who subscribe to the idea of a religion-free medical mission. HAN hope to join efforts with them and make secular medical programs available and accessible to all Nigerians.

target=_blank>Fintiri Revokes Lands Allocated To APC Chair, Bindow Cronies

Adamawa State Governor, Ahmadu Umaru Fintiri, has revoked the plot of land allocated to Ibrahim Bilal, chairman of the All Progressives Congress (APC), by former Governor Jibrilla Bindow.
The property is located on the expanse of land belonging to the Government Girls’ Secondary School (GGSS), Yola. 
Also revoked are other allocations made to associates of the former governor in the state capital and major towns like Mubi and Michika in the northern senatorial zone.
SaharaReporters can report that Bilal’s plot, already developed, has been marked for demolition by the Adamawa State Urban and Regional Development Board. 
Solomon Kamangar, Director of General Media and Communications to the governor, disclosed the revocation order on Friday, during a special briefing, to mark the Fintiri administration’s 30 days in office.
He said: “Only people with questionable sanity would accept land allocation within the parameters of a school compound.”

Reno Omokri, a former presidential aide, has come out to defend Biodun Fatoyinbo, founder of the Common Wealth of Zion Assembly, over rape allegation by Busola Dakolo, wife of popular musician, Timi Dakolo.
Nigerians went frenzy on Friday morning as a video by Mrs. Dakolo took over the media space revealing how she was allegedly raped by the COZA pastor when she was 16 years old in Ilorin, the capital of Kwara State.
Mrs. Dakolo claimed that she was raped multiple times in her parent’s house when the Abuja-based church founder started his career in Ilorin.
In her revelation, Busola said “The house was a duplex so big that if you are in a room upstairs you won’t know what’s going on downstairs. So I came down normally, it was 6:30 am to 7 am pretty early, and I heard a knock. Ah, who’s that, Pastor Biodun. I couldn’t say anything because what he doing here this early?.
“Immediately I opened the door, he just pushed me. He didn’t say anything, didn’t utter any word, he just pushed me to one of the chairs in my living room and I saw him, he was removing his belt.”
Her story was greeted with many condemning the pastor.
However, Omokri stated that Mrs. Dakolo’s story did not add up and strong enough to nail the pastor.
In a thread of tweets on his verified Twitter page, Reno said, “I have NEVER liked Pastor Biodun Fatoyinbo of COZA for reasons that I will not say publicly. However, I am mature enough to divorce my emotions and be led by logic. And I counsel those now condemning him to do the same.  
“The average Black African is easily moved to hysteria by excitable emotions. This is why it is RIDICULOUSLY easy to manipulate Africans with the media Satan does his best work with such people, who can’t suppress emotion in preference to logic.  
“Think. Don’t emote. A pastor comes to your house early in the morning. He does not know who will open when he knocks, or who is at home. He knocks and immediately you open he pushed you to a chair and raped you in your pyjamas. Do people think?  
“Even the most USELESS movie director won’t accept such a plot in a B rated Hollywood/Nollywood/Bollywood movie. A movie has to have PLAUSIBILITY. I don’t like pastor Fatoyinbo, but I won’t suspend my intellect because of my dislike of the fellow.
“After he allegedly raped her, she kept quiet for enough time for him to go to his car and get a soda drink for her? It does not ADD UP. My dislike for Biofun Fatoyinbo won’t make me become a SLANDERER by default. This story rings very FALSE.”
Omokri added that though he did not support immorality and rape, the story could not stand up in court.
He also warned Christians to be wary of the plot by the devil to manipulate the minds of Christians.
“I am an advocate of morality. For years, I publicly preach against premarital and extramarital s**. I pastored a congregation in Abuja for years. I will NEVER, EVER, support RAPE. But Satan is going about like a roaring lion seeking whom to consume!  
“Pastor Biodun Fatoyinbo is SLEEK. Too sleek for my liking. What type of sleek man will rape an underaged girl in HER PARENTS HOUSE? While HER SIBLINGS are AT HOME. And then leave her to go get a drink from his car. Is this mass HYPNOSIS?
“Do we Black African of the Nigerian variety think at all? Do we only exist in the soulish realm? I have a Masters in Law from England. The story CANNOT stand up in court. The story CANNOT stand up in the light of cross-examination.  
“I give you my word that if you gave satan 10 minutes to manipulate the minds of Nigerians, he will get a sizeable number of Nigerians to believe that Jesus is evil and the Satan is good. We are too gullible, excitable and emotional. #ForTheBodyOfChristNotForFatoyinbo.”

As of the 2017/18 winter semester, German universities counted a number of 1,970 students from Nigeria, placing Nigerian students among the five largest groups of African students currently attending university in Germany, the Studying-in-Germany.org says. Low or no-tuition universities, affordable costs of living, highly ranked universities and an overall attractiveness make Germany of the most popular study abroad destinations. Nigerian students seem also attracted to studying in Germany. Latest statistics collected from the 2017/18 winter semester show that 1,970 students from Nigeria were enrolled in German universities. As such, Nigeria stood among the five most popular countries of origin for African students in Germany. Moreover, statistics reveal that compared to a year ago their number increased significantly by 18 percentage points from 1,667 students that were during 2016/17 Winter Semester. In terms of the chosen academic institution, 1,280 were enrolled in Universities, 659 in “technical schools” (referred to as “Fachschule” in Germany) and 30 of the students were attending colleges of theology (theologische Hochschule).Statistics further show the enrollment of Nigerian students by gender. Based on them, there were 1,970 male students and 439 female students. Engineering is clearly the most popular degree for Nigerian students in Germany. Statistics collected as Winter Semester 2017/18 show that 724 Nigerian students were attending an engineering degree course. Quite as expected, male students accounted for most of them (638).Economics and Social Sciences degree courses turned out to be popular as well. Last year 470 students from Nigeria were studying for a university degree on these subjects. Mathematics and Natural Sciences, on the other hand, were chosen by 343 Nigerian students.It is not hard to understand why the number of Nigerian students in Germany is increasing at this speed. Germany has become a major attraction in the international higher education sector in recent years and currently counts over 378,000 international students. Thus, to a certain degree, it would be correct to expect a further increase in the coming years.

The current president Muhammadu Buhari unveiled what he considers a sustainable economic blueprint which in his words if meticulously implemented and followed through in this his last tenure, is capable of unleashing tremendous national wealth which if equitably re-distributed is capable of jump-starting one hundred million Nigerians out of poverty.
Mind you, that figure of one hundred million was about the same number of our citizens that the world’s poverty clock affirmed that they recently migrated from mere state of poverty to absolute poverty, thus transforming Nigeria negatively to the infamous global poverty capital of the world and by far outstripping India.
It must have been this mindset that quickened the long-delayed inauguration of a professionally competent governing board of the country’s premier revenue mobilization agency- the Revenue Mobilization Allocation and Fiscal Commission. 
President Muhammadu Buhari took politics aside when he frontally charged his newly constituted and inaugurated council of revenue commissioners and the chairman Engineer Elias Mbam to hit the ground running and to work out implementable formula not only for revenue sharing amongst the three tiers of government but to bake bigger national cake by checking all revenue leakages in Nigeria so Nigeria’s road to national wealth and prosperity begins in earnest with the migration of 100 million absolutely poor Nigerians to the high way of wealth and productivity. 
No doubt, the arduous tasks for this board is well cut out for them and there is no honeymoon for these sets of Nigerians who come from diverse backgrounds. 
The President said it was his pleasure to swear into office, the Chairman and Commissioners of the Revenue Mobilization, Allocation and Fiscal Commission.  Buhari then reminds them that as a Commission, the council members are empowered by the Constitution to among other duties: Monitor the accruals to and disbursement of revenue from the Federation Account; Review, from time to time, the revenue allocation formulae and principles in operation and advice government on the need for any changes; Advise the Federal, State and Local Governments on fiscal efficiency and methods by which their revenue is to be increased; Determine remunerations appropriate for Political/Public Office Holders; Make recommendations and submit findings by a report thereto to the government of the Federation or of the State, as the case may be, regarding the formula for the distribution of the Federation Accounts and the local government accounts. They are to also discharge such other functions as may be conferred on the commission by Constitution of the Federal Republic of Nigeria, this Act, or any other Act of the National Assembly. The President minced no words to tell them that the mandate of the commission is very wide and has an important role in the country’s economy. The commission must be fair and just to the three Tiers and Arms of Government without compromising its core mandate. He spoke further: “In my speech on June 12, Democracy Day, I informed Nigerians that this administration has laid the foundation for transforming our country and liberating our people from the shackles of poverty by putting policies and measures to integrate our rural economies to the national economic grid.” He opined that one measure is to extend credit facilities currently available to be able to encourage and support domestic production of basic goods and reduce our reliance on imported goods. In the heading of this piece, I alluded to the concept of a revenue philosophy of President Muhammadu Buhari’s administration. The President offered a detailed explanation of his revenue philosophy when he asserted thus: “I set a target for our country to lift 100 million Nigerians out of poverty in ten years. This commitment is to further challenge the Revenue Mobilization, Allocation and Fiscal Commission to rise to its constitutional responsibilities and mandate.” He gave them the charge as follows: “Your appointment as chairman and members of the Commission was carefully considered based on your proven track records of hard work and integrity. It is, therefore, the expectation of Government that you will rapidly and systematically set to work to address all areas of your mandates in a businesslike manner. Here I will charge the chairman and honorable commissioners as to concentrate more on expanding the sources of revenue to the Federation Account and other non-oil sources including solid mineral; Use all legal ways and means to strengthen its monitoring mechanism and block leakages of revenue from the Federations Account. All relevant laws and regulations on revenue collections and remittances should be fully complied with and appropriate sanctions visited on defaulters. He assured that the government will continue to provide all the necessary support that will facilitate the achievement of the agency’s constitutional mandate.   “I, therefore, use this medium to call on the National Assembly to enact relevant enabling laws that shall guarantee the Commission the legal ability to ensure that defaulters of revenue laws are appropriately sanctioned.” Salutary as these words sounded, pieces of evidence abound in the last four years to show that it is easier said than done. There are stark realities that those who were charged with critical duties of generating national revenues such as Customs/Immigration; NNPC and even the Federal Inland Revenue board have become deeply entrenched in corrupt practices and serial theft of public fund. This new board must shine their eyes to catch these executive thieves. Another aspect is the poor regulatory oversight on the remuneration and allowances of public office holders.  President Muhammadu Buhari I am sure is aware of the raging controversy near him between his anti-corruption adviser professor Itse Sagay and the brand new senate president Ahmed Lawan which centers around the jumbo payments that lawmakers earn per month. Senator Lawan must be thinking that 200 million or so Nigerians are bereft of functional thinking faculties so much so that they may have forgotten the explosive revelations made not too long ago by senator Shehu Sani who told the bewildered nation that each senator pockets at least #15 million per month. So senator Lawan thought he could tie wool of confusion around our eyes by telling us that he earns just #750,000 per month.  The presidential adviser professor Sagay wouldn’t have any of those political untruths or poorly packaged and delivered propaganda from the senate president and he shot back at him to stop lying. It was less than two days when this controversy started that the presidency inaugurated the Elias Mbam – led Revenue Mobilization, Allocation and Fiscal commission who initially were appointed over a year ago. Another salient development is the effort been spearheaded by Buhari to introduce fiscal autonomy in the states and local councils of Nigeria. All, these critical issues couldn’t have evolved at the right time than now with the commencement of work by new board at the Revenue Commission. It is right to state that the philosophy of president Buhari’s revenue drive is centered around the tripartite thematic concepts of baking bigger national cake, stopping leakages of revenues and granting appropriate fiscal autonomy to states and local council administrations. These three issues are mutually and profoundly beneficial in the long run. The straight forward presidential charge to the new board to block revenue leakages can be better understood if we read through a researched paper by Casmir Anyanwu who in the year 2011 found that following disturbing trends in the revenue generation status of the federation. “The manner of management of revenues collected by certain Government Miniseries; Departments and Agencies has been a source of contention and appears to be offensive to the practices of section 162(1) of the 1999 constitution of the Federal Republic of Nigeria. It provides that “The Federation shall maintain a special account to be called “the Federation Account” into which shall be paid all revenues collected by the Government of the Federation, except the proceeds from the personal income tax of the personnel of the armed forces of the Federation, the Nigeria Police Force, the Ministry or department of government charged with responsibility for Foreign Affairs and the residents of the Federal Capital Territory, Abuja”. He wrote: “Whereas all revenues are expected to be paid into the Federation Account, some MDAs have succeeded in enacting backup laws with retention clauses to enable them to collect and use revenues for their operation and remitting only balances to the Federation Account or as operating surplus to the Federal Ministry of Finance as Federal Government Independent Revenue.” Typical examples of such parastatals and agencies are NNPC, NPA, NIMSA, Shippers Council etc. under this scenario, certain basic questions need to be asked. There is the need for RMAFC to carry out a thorough evaluation of these practices through the dictates of the law to ensure that revenue accruals into the Federation Account are improved. I subscribe to this charge absolutely. The last session of the national assembly spent quality times to investigate the NNPC which has become a cesspool of corruption.  The Nigerian National Petroleum Corporation it would be recalled has persistently been enmeshed in one controversy after another and the last one was over an alleged oil deal in excess of N91tn that may have been lost by the country.
In the deal, which was a subject of investigation by the House of Representatives Committee on Petroleum Resources (Downstream), a Chinese firm, Hungbohai Petrochemical Industry Limited, is alleged to have approval to lift over 80 trillion metric tonnes of Low Pour Fuel Oil from Nigeria for 35 years.
The panel,  chaired then by a member from Ondo State, Mr Joseph Akinlaja, heard that Hungbohai commenced lifting of the LPFO since January 27, 2016.
The panel was informed that two indigenous oil firms, Mahat Oil and Gas Limited and Alkhairi Oil Limited, acted as facilitators.
While Alkhairi Oil was said to be the NNPC’s agent, the panel was informed that Mahat Oil signed as the representative of Hungbohai in Nigeria.
The House had mandated the Akinlaja panel to probe the matter after a consortium of law firms and the Chambers of O. J. Onoja (SAN) petitioned the legislature to raise the alarm that Nigeria was being “short-changed in excess of N91tn.”
The House was told that the consortium blew the lead over the deal after its client, Alhaji Ahmad Bamali, an interested party, uncovered the shady nature of the transaction and the “overall implications for the nation’s economy and generations unborn.”
The representative of the consortium, Mr. Bola Aidi, while making a submission to the panel at the National Assembly recalled how the Economic and Financial Crimes Commission began investigating the case but allegedly later retreated because of the powerful forces involved in the deal.
However, the NNPC did not appear at the hearing on but wrote to ask for another date and denied the existence of the transaction.
Aidi stated that the petitioners were further alarmed by the corporation’s denial that the transaction existed, a reason he urged the panel to ensure that a thorough investigation was conducted.
Revenue leakages are some of the most disturbing organised criminal activity going on inside of government that the revenue commission must uncover. The commission needs to look at the area of solid minerals and how illegal miners steal away natural resources that should be properly exported and the revenues shared to the tiers of government just like it is done in the crude oil sector.
The Revenue commission should check the development in Zamfara and the other northern states richly endowed with solid minerals but these resources are stolen and the revenues pocketed by individuals.

How UBEC Blacklisted Kwara Over Diversion Of N1.5bn Funds

Kwara State was black listed by the Universal Basic Education Commission (UBEC) because the then state government mismanaged the N1.5bn grant meant to upgrade schools in Kwara in 2013.
This was revealed on Thursday during a visit of Governor AbdulRahman AbdulRazaq to the UBEC headquarters in Abuja.
Officials told the governor that the sum of N1.5bn was allotted to Kwara in 2013 with a request for the state to pay another N1.5bn as counterpart funding.
The officials said the government was later discovered to have borrowed the N1.5bn from a bank with which it immediately accessed the UBEC fund.
Upon receipt of the UBEC’s N1.5b, Kwara returned the N1.5b it had borrowed from the bank and then diverted the UBEC’s N1.5b without investing it in educational infrastructure as required by law, they said. 
This led to UBEC blacklisting Kwara and demanding for an immediate refund of its N1.5b.
Kwara later refunded N1.050b leaving an outstanding of N450 million which the Abdulfatai Ahmed’s administration never paid to UBEC.
AbdulRazaq was told that UBEC will only do business with Kwara when the outstanding N450m is refunded to UBEC by Kwara.
The Kwara delegation led by AbdulRazaq promised to pay the N450m to enable the state to access the funds to develop its schools.
Kwara has not accessed UBEC funds since 2013. 
UBEC has at least N5.6 billion available for Kwara which can only be accessed if and when the state pays the outstanding debt of N450m.
AbdulRazaq’s visit to UBEC came barely 48 hours after he visited decrepit schools in the northern senatorial district of Kwara where most of the schools’ roofs had collapsed.
He had promised to look into the devastating state of the infrastructure across the state especially in schools, hospitals and road networks.
